This position directly supports a government agency’s CFO organization in a DoD joint command, matrixed to support individual IT Program Managers within the organization’s Program Executive Office for Transportation (PEO-T). Provides budget, financial management, and resource advisor services supporting IT program lifecycle management, reporting through government financial management leads to individual IT Program Managers assigned to PEO-T. Financial activities are primarily aligned with Transportation Working Capital Fund (TWCF) budgets. Applies knowledge of DoD 5000 series acquisition guidance and related US Air Force implementing instructions, as well as the DoD Financial Management Regulation (FMR) and DFAS Regulations and guidance. Develops and maintains program financial tracking documentation. Uses automated management/financial information systems (e.g. DEAMS, ITS, CRIS, EDA etc.) in performing fact-finding, analytical, budget and advisory functions. Performs analysis and develops impacts accruing from changing acquisition laws, policy, and directives. Must be trained in the use of DEAMS.
Examples of tasks include but are not limited to: fiscal year closeout; cleaning up the open document listing; ensuring accounts are balanced and all TWCF operating funds are expensed; follow-up on funds obligation; reviewing and processing Requests for Contracting Action; preparing monthly budget slides to update Program Managers; preparing quarterly IPR slides; preparing and responding to audit requests; financial management research and support; expense planning and reporting; preparing IT Exhibits on an annual basis; reviewing and validating annual PBR submissions; processing IT reprogramming actions; responding to TCJ8 budget data calls as required.
Consulting skills are also ideal in this role, supported by practical financial management/budget analysis expertise. Must demonstrate thorough abilities with identifying and addressing client needs specific to improving budget development and management.
Experience: Minimum three years’ experience and minimum Bachelor’s degree. Demonstrated expertise in the use of the entire suite of Microsoft Office programs (Outlook, Powerpoint, Excel, Access, One Note, etc.). Advanced skills in the use of MS Excel are essential. Relevant certifications and training in financial management and budget analysis, such as Defense Acquisition Workforce Improvement Act (DAWIA) Level I or above, and/or Certified Defense Financial Manager (CDFM) are desired. Experience in Federal Government budget processes and strategies is ideal.
