    Responsibilities

    The Sr. Technical Project Manager shall support the DOJ as it provides the SOC as a service to other Federal Agencies. The contractor shall conduct business relationship management (BRM) to plan and manage on-boarding the customer to SOCaaS. The Sr. Technical Project Manager will work closely with and in support of the SOCaaS Program Manager. They will possess a significant amount of technical security operations knowledge and networking knowledge in addition to the ability to develop a program framework and documentation in support of SOCaaS. The Sr. Technical Project Manager should also possess knowledge of ISO 20000 as the SOCaaS is ISO 20000 certified.

     

    • SOCaaS program formulation

     

    • Build easily deployable capabilities with a repeatable workflow for SOCaaS. This will permit the JSOC to onboard Federal customers quickly with consistent results.

     

    • Act as the liaison between the customer and the SOCaaS Program Manager

     

    • Gather requirements, establish service level agreements (SLA), develop reporting processes and report formats. BRM services also include managing the operational relationship between JSOC and the customer, resolving all issues and coordinating service action items.

     

    • Plan and on-board the customer agency to SOCaaS to include: integrate all system and security logs into the JSOC security incident event management system (SIEM); integrate customer endpoints into the JSOC endpoint detection and response (EDR) console; establish incident management system workflows; establish customer user accounts; and develop automated analysis and reporting capabilities

     

    • Coordinate deployment of services (network transition, reporting and monitoring

     

    • Assist and coordinate with the OCIO network team and other IT service organizations with design, documentation, and deployment planning for capability to monitor, assess, and report security events.

     

    • Once the customer is on-boarded, ensure JSOC monitoring, detection, reporting, incident management, hunt, cyber intelligence and security sensor configuration services is in accordance with the customer’s service level agreement.

     

    • Manage communications with the customer

     

    • Develop documentation for the SOCaaS program such as SLAs, CONOPS, cost model, etc.

     

    • Ensure the SOCaaS program is meeting its SLAs

     

    • Plan and conduct (in coordination with the SOCaaS program manager) periodic meeting with customers, per SLA requirements to review the service and discuss issues

     

    • Support SOCaaS Program Manager in expanding the service and acquiring new customers (prepare presentations, coordinate meting etc.)

     

    • Support preparing cost estimates for potential new customers.

     

    • Support and ensure compliance of the service to ISO 20000

     

    • Develop new processes, evaluate and improve existing processes relevant to the SOCaaS program

     

     

     

     

    Qualifications

    • Minimum of 8 years of experience as a Technical Project Manager supporting tactical and/or strategic levels

     

    • Demonstrated knowledge of SOC operations; knowledge of the systems, procedures and methods SOC operation.

     

    • Minimum of five years SME experience in the area of Network operation

     

    • Superb communication skills, both written and oral.

     

    Desired:

    • Technical certifications (MCSE, CCNA, etc)

     

    • Security certifications (CISSP, CEH, etc).

     

     

    Security Clearance: Top Secret
