    Responsibilities:  The State Department maintains a supply chain management program to support it security engineering efforts and distribute related products and services to provide a safe and secure environment for the conduct of US foreign policy. Help improve the security of personnel, facilities, and information by applying your Program Management leadership expertise to the Global Security Engineering and Supply Chain – Analytics (GSE&SC – A) contract. You will lead a team providing a range of management consulting and analytical services to help administer and oversee the Diplomatic Security Supply Chain Management operations and contract by providing independent verification and validation and oversight of the larger GSE&SC contract.




    Required:  Bachelor’s degree in a related field with at least 6 years of experience.

    The ideal candidate will have all three of the following experience, but all candidates should have at least two of the three.

    1.    Experience providing management and oversight of a large federal government program in a Program Management Office (PMO) or Independent Verification and Validation (IV&V) role. Project Management Professional (PMP) certification.

    2.    Experience with Supply Chain Management in the areas of  transportation, distribution, order fulfillment and procurement/strategic sourcing

    3.    Experience with performance and oversight of Cost Plus contract types.

    Additional experience required is required in the following areas:

    Experience with risk and issue identification, prioritization, escalation, and management.

    Experience in strategic communications and change management.

    Experience documenting business requirements and business process reengineering.

    Experience creating and managing against Service Level Agreements (SLAs).

    An analytical mind and strong business acumen. Problem-solving skills and attention to detail are essential.

    The ability to create processes and methods to gather data and analyze the data to identify problematic areas and suggest improvements. Experience creating and tracking KPIs and reporting on the supply chain’s performance.

    The ability to think strategically, while also leading the tactical daily execution of contract responsibilities. At least 2 years of direct experience leading teams of at least 6 – 10 staff.

    The ability to work successfully across diverse stakeholders in a complex organization and build trusting relationships at the executive level.

    This role contractually requires an Active Secret Security Clearance.



    Experience with Cost Plus Incentive Fee contracts.

    Experience with federal procurement policies and procedures.

    Experience with federal cost plus contract type invoicing.

    Experience with the State Department Diplomatic Security mission and supply chain.

    Experience with IBM’s Enterprise Asset Management System, Maximo.

    Experience with Value Engineering Change Proposals (VECPs) and contract award terms.
