    Responsibilities

    Executive Support and Strategy, Policy, and Capabilities Analyst will provide the following:


    • Provide expert level support to the ODoDEAMDA for the coordination, strategic planning and analysis of efforts and initiatives across the Federal Government that impacts MARSEC, MDA, Maritime Intelligence Integration (MII) and Maritime Operational Threat Response (MOTR).
    • Provide support to special studies on topics where existing data may, or may not, be available therefore the Contractor may be required to perform the research, analysis, and provide the report as the end product.
    • Provide expert level support to high-level briefings as defined as preparation and/or relaying of information to high-level DoD, Joint Staff, Combatant Command, Defense Intelligence Components, USG IC / Interagency, Foreign Government mission partner or Congressional personnel on a specific topic using existing data. The work includes preparing and/or developing White Papers, information/decision memoranda, power point briefings, and presenting the above, either in person or via electronic and/or hard copy means, as required.
    • Provide advanced strategic communication support to the development of communication deliverables, including Fact Sheets, Information Tri-folds, Talking Points, Strategic Communications Plans and web-based communications and collaboration tools. Utilize advanced, high-quality graphics and media delivery techniques including print, social media, and web-based tools to effectively articulate the purpose and benefits of MDA as advanced and supported by ODoDEAMDA goals and objectives. Develop and implement performance and usage metrics to continually refine communications products to improve communications with stakeholders. Identify additional tools and techniques to reach additional target audience groups.
    • Develop and staff ODoDEAMDA products and deliverables across the Department using DoD and Department of Navy (DON) staffing processes and systems including Joint Staff Action Processing System (JSAP), OSD Correspondence and Task Management System (CATMS), DON Tracker, and Navy TV-5. Support review of externally generated documents and provide recommendations.
    • Provide On-Site leadership/management/ supervision of contracted support personnel and liaison with government sponsors. Based on breadth and depth of the scope of work, ensure activities are integrated and synchronized across the support staff.
    • Provide project management support in the development of routine and special projects, performing required research and analysis.
    • Provide support to administrative processes and routine office tasks including, fulfilling periodic reporting requirements, taking minutes at key meetings, and escorting non-office personnel.
    • Provide support to the proper handling of classified material, physical security, and the submission of Visit Request information.


    STRATEGY, POLICY and CAPABILITIES
    • Provide expert-level support to the review, analysis, and/or revision of National, DoD, DON, and IC strategies, policies, and guidance related to MARSEC, MDA, MII, and MOTR.
    • Provide expert level support to the assessment and analysis of DoD Components’ policies, programs, and capabilities in mitigating nationally-recognized gaps/challenges in MDA. Provide expert level support to the assessment and analysis of DoD Components’ policies, programs, and capabilities in advancing the goals and objectives of the DoD Strategic Plan for MDA. Apply operations analysis techniques, develop metrics, conduct assessments, and produce reports capturing department-wide performance and efficiency in meeting objectives.
    • Provide expert level technical and management support for capability development relating to National Technical Means (NTM) intelligence, surveillance, and reconnaissance systems. Conduct analysis and provide change recommendations and requirements definition in regards to Intelligence Community capabilities in support of maritime interests and priorities. Assist in definition and cost analysis of various investment strategies for future national, departmental, and military service sensor systems. Assist in the evaluation of technology solutions based on feasibility, cost/benefit, and sound scientific and engineering principles. Prepare impact statements for future National Systems according to operational requirements as required.
    • Provide expert level project management support to develop, execute, monitor and close short- and long-range Project Management Plans (PMPs) for ODoDEAMDA projects. Provide support to ODoDEAMDA actions to synchronize, align, and monitor projects involving multiple DoD Components and/or interagency mission partners. Provide expert-level knowledge of acquisition life-cycle management principles to recommend actions to assist in transitioning of advanced technology experiments and advanced analytic techniques to enduring programs.
    • Provide support to the continuous monitoring of Joint, Combatant Command and Military Service requirements as documented in Initial Capabilities Documents (ICDs), Joint User Operational Needs (JUONS) Lists, Joint Staff Integrated Priority Lists (IPLs), Science and Technology Integrated Priority Lists (STIPLs), Priority Intelligence Requirements (PIRs), and Maritime Surveillance Requirements (MSR). Attend Technical Exchange Meetings and collaborate with government personnel to refine customer requirements into system-level requirements and Capability Development Documents (CDDs).
    • Provide expert level support on analysis of interdependencies among MDA-related systems/programs.
    • Provide expert level support to the identification and analysis of MDA-related data sources, systems requirements, information management processes, and barriers to information exchange as they apply to DON, DoD, USG IC / Interagency, and Foreign Government mission partners.
    • Provide support to the analysis, recommendations, and technical assessments and documentation pertaining to the effectiveness, suitability, and employment of MDA-related technologies and capabilities such as cloud-based information exchange, big data analytics, artificial intelligence, data management, and other emerging technologies.
    • Provide support to administrative processes and routine office tasks including, fulfilling periodic reporting requirements, taking minutes at key meetings, and escorting non-office personnel.
    • Provide support to the proper handling of classified material, physical security, and the submission of Visit Request information.

    Qualifications

    Skills/Knowledge Required:

    Minimum Experience Required: 15 years overall experience (Active/Reserve Duty, USG Civilian, or Defense Contractor) with at least of 2 years as a member on a high level Office of the Secretary of Defense or equivalent, Joint Staff, Combatant Command, Defense Intelligence Component, Military Department or Service, or IC staff in the following areas:
    • Maritime policy, guidance and capabilities associated with the Office of the Secretary of Defense, Joint Staff, Combatant Commands, Defense Intelligence Components, Military Departments / Services, and USG IC / Interagency.
    • Chairman, Joint Chiefs of Staff Instruction (CJCSI) 3170 (JCIDS) and Capability Gap Assessment (CGA) processes.
    • National Disclosure Policy.
    • Knowledge of and experience with DoD and DON staffing processes and systems - including JSAP, OSD CATMS, DON Tracker, and Navy TV-5.
    • Knowledge of missions, organizations, and structures of the National Security Staff, DoD and its Components, and USG IC / Interagency.

    • Maritime policy and plans associated with the Office of the Secretary of Defense, Joint Staff, Combatant Commands, Defense Intelligence Components, Military Departments / Services, and USG IC / Interagency.

    • Maritime OPINTEL Watch, Analysis and Track Management processes
